Overall Responsibilities

Job objective
The success of the PRO-ACT project depends largely on accurate, complete and timely reporting of achievements to PEPFAR/USAID. Achievement of set targets is of utmost importance. Hence, the objective of the M&E Associate Director position is to provide technical leadership in the development and operationalization of the PRO-ACT Performance Measurement Plan (PMP) integrated with PRO-ACT institutional and other PRO systems; so as to generate strategic data for program management, reporting and documentation of best practices.


Management responsibility

• Spearheading the strategic design and implementation of the PRO-ACT project PMP in line with PEPFAR and national reporting requirements
• Member of the Project Management Team that is responsible for overall project performance

Specific Responsibilities

• Take overall responsibility for all M&E functions of the PRO-ACT project.
• Take lead in the development and implementation of PRO-ACT PMP and reporting formats for PEPFAR indicators and targets in collaboration with the Project Director, Director Clinical Services, Advisors, and State Teams.
• Establish system for flow of information from service-delivery points to the PRO-ACT central data base and ensure timely M&E technical support to all implementing health facilities.
• Conduct periodic data quality audits.
• Ensure PRO-ACT PMP provides adequate data for PEPFAR, NASCP and NACA reporting; and provides inputs into other national and international reporting systems.
• Build the capacity of PRO-ACT staff in the design and implementation of a coordinated and effective monitoring and evaluation system.
• Ensure state-of-the art database management practice at PRO-ACT
• Analyze M&E data on a monthly, quarterly and annual basis and flag action areas to the project management.
• Link and analyze resource inputs, outputs and outcomes and report on project effectiveness and efficiency.
• Work with PRO-ACT management to document and publish best practices.
• Liaise and network with relevant PRO-ACT partners and collaborators to harmonize our reporting systems.
• Provide clear documentation of programmatic achievements and keep PRO senior management informed on monthly, quarterly and annual basis.
• Coordinate writing of reports and take responsibility for compilation of joint project report to the donor and partners.

Accountability:

• Supervision: Works independently with authority from the Project Director, within strategy and policy guidelines.
• Decision Making: Makes decisions with regards to work responsibilities and is accountable for them.
• Responsibility over data or information: Has access to information within project, and is responsible for program data generation and management budget and all assets in the program.
• Responsibility over Staff: M&E technical responsibility for state M&E specialists

Qualifications

• Postgraduate degree in Statistics, Epidemiology or related field with focus on monitoring and evaluation and/or Biostatistics.
• At least 2 years hand-on-experience at a senior position in monitoring and evaluation with very good analytical, presentation, communication and reporting skills.
• Significant experience in developing monitoring plans and/or management information systems 2 years of which spent working with NGOs in an African setting.
• Excellent inter-personal, multi-cultural and team building skills.
• Strong computer skills particularly in spreadsheets, database and statistical applications.
• Significant experience working in HIV/AIDS programs in Nigeria.
• Familiarity with PEPFAR reporting systems highly desirable, particularly for HIV Counseling and Testing, prevention of Mother-to-Child Transmission, ART, palliative care, and OVC desirable
• Excellent writing skills, oral and written communication skills and fluency in English

Job Description

The SERVICE consists of:
- Setting-up with contractor the OPERCOM Precommissioning / Commissioning instrument procedures including,
Any PLCs related to OFP2 contract.
Ø Setting- up with contractor a reporting tool (Including Status Index, Technical Database, planning, punchlist ,
- Setting- up a list of material, equipment, consumables, spare parts and specific tools required for Precom and commissioning activities for field instruments and packages,
- Reviewing, following up & updating precommissioning / commissioning dossiers,
Ø Writing with contractor the operational test procedures and all related documents for field instrument checks, and tests in coordination with other commissioning entities,
- Controlling , supervise the reporting of precommissioning / commissioning execution instrument jobs to ensure, that all technical aspects are covered in coordination with ICSS engineer.

PRECOMMISSIONING & COMMISSIONING PREPARATION PHASE:
- As field instrument discipline leader, he is involved in the set-up of Status Index & Technical Database preparation carried out by the CONTRACTOR, and verifies the proper equipment allocation in their Subsystems.
- To write & review Operational Test Procedures and performance tests.
Ø To verify and monitor the preparation of precommissioning / commissioning dossiers.
- Responsible to ensure that adequate care and maintenance / preservation procedures of equipment, issued by vendors, are being carried out and will be properly implemented during the different stages of the project.
- Responsible for the field instrument discipline (Instruments & PLCs, LLI, new OFP1 packages and any critical equipment, to review documents, to witness precommissioning / commissioning activities and to ensure they are compliant with Company methodology.
- To prepare the future integration of OFP2 to the OFON complex offshore.

PRECOMMISSIONING AND COMMISSIONING EXECUTION PHASE (ON THE YARD):
- To assist the CSL in his activities and hence the works that have been delegated to him.
- To provide reports as per project requirements.
- To participate to all commissioning meetings and all instrument related and technical discussions.
- Witness precommissioning activities performed by OFP2 contractor and ensure, for his discipline, that each subsystem dossier reaches the “Ready For Commissioning” and “Ready For Start-Up” status with associated punch lists.
- To attend/ monitor operational and performance tests.
- Under the control of the Commissioning Site Leader, to liaise with Project Company team (Systems Engineers, his counterpart in engineering / construction), main contractor (Instrument engineers, commissioning team), Vendors (Instrument specialists) and Production team for the OFON Complex
COMMISSIONING EXECUTION PHASE (OFFSHORE) :
- To monitor and follow up instrument precommissioning / commissioning execution to achieve maximum productivity, minimize cost and smooth handover Validate the results of the functional and operational tests.
- To be prepared to directly supervise the instrument commissioning execution jobs, if required.
_ To review and validate vendor assistances related to instrument matters.
- To be committed into the respect of target dates with the required work quality for handover.(RFC-RFSU)
- To coordinate with construction teams the punch list item clearance related to his discipline.

PROFILE
- Professional Experience : Between 10 to 15 years solid working experience in Oil & Gas project activities and familiar with typical offshore installation, Commissioning instrument procedures and good knowledge of OPERCOM /ICAPS methodology.
Good ability to organize and manage a team and coordinate his activities and responsibilities with other entities of the project (Package managers, other Commissioning entities and Field Operations Team)
- Requirements : Must have Offshore experience and valid BOSIET.
