Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P)
The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Supervision:
- Facilitate continuous improvement and quality management through the monitoring and prioritizing of improvement opportunities
- Engage PM experts and other practitioners in practice events; and improvement and innovation efforts
- Support quality development and institutionalization of all project documentation;
Capacity Building, Training and Knowledge Management
- Provide advisory support services to Project Managers on templates and tools, engagement, approvals and closure; with a focus on risks, management oversight, budget/finance, costing, etc.
- Advise project staff on the application, interpretation and adoption of corporate policies, guidance and best practice
- Contribute to development of guidance material and tools, and document best practice;
- Institutionalize knowledge-sharing among colleagues to ensure best practice is captured from their interaction with clients and partners.
Project Management Practice Support
- Actively coordinate and contribute to the Project Management Practice by capturing case studies, best practice and client profiles;
- Provide analysis and substantive reporting on project status for the organization
- New system and tool development relevant to the PM Practice
- Regular liaison with Department Heads in the implementation of process improvement across the organization, including Procurement and Infrastructure Practices
- Provide expertise and support in implementation of Prince2 and UNOPS PM methodology

- Support quality development and institutionalization of all project documentation;
Coordination with Procurement Practice
- Act as the procurement focal point for the Project Management Practice and liaise with Procurement Practice on new initiatives
- Support special initiatives, specifically relating to Procurement
- Content and methodology of supervision: Daily interaction, weekly review meetings and feedback sessions against established objectives and deadlines.
Duties, Responsibilities and Output Expectations:
- The JPO will work under the direct supervision of the Director, Project Management Practice Group. The JPO will work in close collaboration with the Procurement and Infrastructure Practices, Programme/Project Managers and operational personnel in the various units across the UNOPS regions and liaise with Regional Offices, Operations Centre (OC), Project Centres (PC) and Clusters. She/he carries out daily tasks independently in accordance with the established policies and procedures, under the supervision and guidance of the Director.
- After a training period, the incumbent will have the following responsibilities:
Project Management Practice Support
- Provide analysis and reporting on various projects and their status for the organization
- New system and tool development relevant to the PM Practice

Qualifications and Experience:
Qualifications
- Bachelor or Master's degree in a relevant field.
- Certification in Project Management; Prince 2 or PMP an asset but not a requirement
Work Experience
- A minimum of 2 years’ experience in project and operations management is required.
- Experience in post-conflict project management environment an asset.
- Experience in project management within the development or private sector is highly desirable
- Age: Must not be more than 32 years on the date of application.
- Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
- Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
- An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;
- Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.
- Respect for the UN principles of the United Nations Charter and the participating UN organisation’s mission statement.

- Exceptional communications skills, both verbal and written
- Technically competent

- He/she will be in a unique position in a headquarters environment where s/he will be able to gain an understanding of the structure of the organization, as well as the key functions of the organization from a more strategic and policy driven level.
- By supporting UNOPS complete project portfolio, the JPO will gain a thorough understanding of the project management methodology and a working knowledge of the application of all stages of project management from initiation to project closure. The JPO will also participate in a 2 weeks comprehensive project management course.
- S/he will also have access to diverse knowledge sharing mechanisms such as targeted webinars, articles and meetings with project management community across UNOPS.
